No, . A dog can smell one teaspoon of sugar in 1 million gallons of water that's 2 olympic sized swimming pools. A dog has up to 300 million Scent-Detecting Cells while a human has a mere 5 million. they could detect the drugs before they even got close enough to inhale the pepper and cause them to sneeze. not only that but you would draw a crowd if you bag was dusted in pepper on the outside well enough to cause the dog to inhale the pepper if he sniffed. as far as it masking the odor, its not going to work either, a dog could smell a plate of spaghetti and tell every single spice that was placed in the sauce, and if it could speak, tell you what they were, and what the noodles were made from at the same time. My advice is dont smuggle drugs, if you do, and get caught, you will do jail time and have that conviction on your record for the rest of your life hindering you from finding gainful employment.
